Balaclava
Not exactly safety gear, but definitely a must for cold weather riding. My neck has no idea I have left indoors when I'm wearing this winter wonder clothing item doing 60mph when it is 20F outside! I think it's neoprene fleece around the neck, and very thin stretchy fabric on top especially made for wearing under helmets. Got this at Dick's Sporting Goods.
